How do I use the tools and what do the levels mean?

You are given five tools at the beginning of the game, but you need to find them, since they are scattered around the town where the previous mayor left them. There are three tools along the river that runs behind the Town Hall, one near the Town Plaza, and one near the forest in the southeast part of town. Once you find them all, you'll be able to accomplish all of the things you need to get started in Virtual Town, such as Building, Expanding and Decorating your mayor's house.

The tools in Virtual Town are available in three levels: Brass, Silver, and Gold. The five tools you find at the beginning of the game are of the brass quality. You can also purchase brass and silver tools from the General Store as soon as you begin playing Virtual Town. The higher-level tools must be unlocked before they can be purchased. The unlock requirements vary with the type of tool, but the more you use your tools, the sooner you will unlock the gold quality tools which will never break.

The higher level tools are of better quality and are more capable than the lower-quality tools. For tools that can break (the machete, axe, pickaxe, and shovel), the higher quality versions are stronger and more durable. For tools that don’t break (net and watering can), the higher-quality tools make bug-catching and plant watering easier.

The way you use a tool depends upon which tool your mayor is holding. Here is a guide to using each of the tools:

The Machete

The machete is used to cut down the tall grass. You can equip it by tapping the machete icon in your Tool Tray or Inventory. To use the machete, position your mayor to face the grass clump that you want to cut and double tap on the ground right in front of you. The standard brass machete doesn't last very long and will break after you have cleared a small section of grass. Replacements of varying quality can be purchased at the General Store. The silver machete lasts much longer than the brass machete. A gold machete that never breaks will become available for purchase after you have unlocked it.

The Shovel

The shovel is used to dig holes for planting everything from flowers to trees, filling holes, digging up treasure, and recovering stolen items in the daily tasks that Mrs. Mottershead gives you. You can equip it by tapping the shovel icon in your Tool Tray or Inventory. To use the shovel, double-tap the ground where you would like to dig a hole. A green square will appear that indicates where the mayor will dig. If the square isn’t where you want it, place your finger on it and move it to the correct spot. Once you’re happy with the placement, tap the Dig button to have the mayor dig a hole in that spot.

If there is a hole somewhere that you don’t want one, you can equip the shovel, double-tap the hole, and tap on the yellow Fill button. The standard brass shovel doesn't last very long and will break after you have used it a while. Replacements of varying quality can be purchased at the General Store. The silver shovel lasts much longer than the brass shovel. A gold shovel that never breaks will become available for purchase after you have unlocked it.

The Bug Net

The bug net is used to capture various bugs that you find around town. You can equip it by tapping the net icon in your Tool Tray or Inventory. To use the net, tap the ground to have the mayor walk toward the bug you want to catch. The farther away you tap, the faster your mayor will walk. If you want to sneak up on the bug, tap closer to your mayor's feet to make her sneak. When you are close enough to catch the bug, double tap on the bug to have your mayor swing the net. The bug net never breaks or wears out. You start the game with the brass bug net, which is the smallest net in the game. You can purchase larger bug nets from the General Store, which will enable you to catch bugs more easily. The gold bug net will become available for purchase after you have unlocked it.

The Axe

The axe is used to chop down trees for getting the wood you need to build your home or to remove trees that are in your way, so that you can place different plants or items where you want them. You can equip it by tapping the axe icon in your Tool Tray or Inventory. Next, tap a tree to have your mayor walk to it. To chop it down, double-tap near the base of the tree that your mayor is standing next to. A blue axe icon will appear that indicates that the tree will be chopped and your mayor will swing the axe.  It will take 3 swings of the axe to fell the tree. The standard brass axe doesn't last very long and will break after you have felled a few trees. Replacements of varying quality can be purchased at the General Store. A gold axe that never breaks will become available for purchase after you have unlocked it.

The Pickaxe

The pickaxe is used to break the small rocks you find in town in order to obtain the minerals that are inside them. You can equip it by tapping the pickaxe icon in your Tool Tray or Inventory. To use the pickaxe, double-tap directly on the rock that you want to break open. It takes 3 swings of the pickaxe to break open a rock. The brass pickaxe will break open the small gray rocks that you see on the ground. There are also gold rocks that appear in town from time to time, and those require a higher level axe than the brass pickaxe you have at the beginning of the game. The standard brass pickaxe doesn't last very long and will break after you have used it a while. Replacements of varying quality can be purchased at the General Store. A gold pickaxe that never breaks will become available for purchase after you have unlocked it.

The Watering Can

The watering can is used to water the flowers that you grow in your town. You do not need to water the veggies or trees in your town. You can equip the watering can by tapping the watering can icon in your Tool Tray or Inventory. To use the watering can, tap on the flower that you want to water and the mayor will water the flower you selected and nearby flowers. Watering cans never wear out or break, but the standard brass watering can only waters a small area. You can purchase higher quality watering cans from the General Store, which will enable you to water more flowers at once. The gold watering can will become available for purchase after you have unlocked it.

Unlocking Gold Tools

The gold tools require different things to unlock them, and some are more difficult than others to achieve, since most of them are not based on how many times you use them, but on achieving specific objectives in areas related to each tool. The gold machete is usually the first tool you'll unlock, since it is based on how much grass you cut. The others will take much longer, but you can find clues to what you might need to accomplish by reviewing all of the stats at the mayor's desk in the Town Hall.
