Chief: My chief died, and I can't make a new one.

Whenever a chief dies, the game selects a new villager to be the chief. You will need to find the one the game has chosen by allowing each villager, including the children, to try on the robe to see if it fits. If the chosen chief is a nursing mother or a baby being carried by its mother, you will need to wait until the mother has finished nursing to allow each of them to try on the robe. In rare instances, the game does not choose a chief until the next time the game is launched, so if you're having difficulty finding the new chief, quit the game and launch it again (or switch to a different tribe and back again) to make sure that a new chief is chosen.
