Unlike the projects for structures, the percentage displayed for the mausoleum project represents the amount of blockage. When the mausoleum is completely blocked, the obstruction can be as high as 1000%. As the villagers clear the obstruction, the percentage decreases until the mausoleum is completely cleared, and the percentage of blockage is zero. If you don't completely clear it and solve the puzzle, the heathens will continue to bury it, and the percentage of obstruction will increase again.
